JOLENE GONZALES

Jolene is a highly accomplished public sector executive and financial management professional with more than 30 years of experience in state government administration, fiscal oversight, strategic planning, and operational leadership. Throughout her distinguished career with the State of New Mexico, she held senior leadership positions overseeing complex agency operations, multimillion-dollar budgets, and large-scale personnel management across a variety of governmental organizations.

Most recently, Jolene served as Chief Administrative Officer for the Office of Superintendent of Insurance, where she directed the agency’s fiscal, budget, human resources, records, and information technology operations while advising executive leadership on strategic planning, legislative matters, and organizational development. Prior to that role, she served as Deputy Superintendent of Insurance for both the Office of Superintendent of Insurance and the New Mexico Public Regulation Commission, providing executive leadership and operational oversight for critical administrative and regulatory functions.

Earlier in her career, Jolene served as Deputy Secretary of Administration and Chief Financial Officer for the New Mexico Corrections Department, where she helped oversee statewide operations for an agency with a $270 million budget and more than 2,500 employees. In this role, she managed fiscal operations, strategic planning, performance accountability measures, legislative relations, and administrative policy development, while also serving as a key liaison to executive and legislative entities.

Jolene’s extensive background also includes leadership positions with the Department of Cultural Affairs and nearly a decade as a Senior Fiscal Analyst II with the Legislative Finance Committee, where she conducted fiscal and policy analysis, evaluated agency operations and legislation, and contributed to the development of New Mexico’s annual state budget process.

Known for her expertise in governmental finance, budgeting, compliance, organizational management, and public policy, Jolene has built a reputation for strong leadership, fiscal responsibility, and operational excellence. Her career reflects a deep commitment to public service and effective government administration.

Jolene holds a Bachelor of Business Administration in Financial Management from the University of New Mexico and completed postgraduate studies toward a Master’s degree in Public Administration.
